Ok. How to make a glow:

Okay, for a glow, open the image you want and take the magic wand tool :3
You know, that little wand XD

Make sure to have feathered edges enabled, okay?

Now, on your image go to Layer>Transparency>Add alpha channel.

Now click on the background to make it 'disappear'.

Then go to Layer>Transparency>Alpha to Selection.

Now go to Select>Grow and grow by 3.

Then fill in the glow by using the bucket tool.

1. Type GIMP 2.6 in google.
2. Press on the 1st link.
3. Press 'downloads on the sidebar.
4. Then press 'Download GIMP 2.6.4'
5. Follow the prompts.

I use GIMP 2.6
It's way great. If you download it, I can give you some tutorials and stuff to teach you how to make glows, neat backgrounds and stuff.
